What is a study permit?
Canada gives the study permit, which enables foreign nationals to enrol in courses at Canadian designated learning institutions (DLIs). To study in Canada, majority of foreign citizens require a study permit. Your study permit is not a visa. You cannot enter Canada with it. You might also require an eTA or a visitor visa. IRCC will give you one along with your study permit if they accept it.

Study in Canada as a minor
Children who are old enough to attend school may travel with a parent or be sent to a Canadian school.
The minor child's parents or legal guardians must demonstrate that they will provide them with the care and assistance they require while they are in Canada. Minor minors under the age of 17 must either travel to Canada with their parent, legal guardian, or have a custodian in Canada.
A custodian is a responsible adult who will look after and assist the minor child and is a Canadian citizen or permanent resident. For minors who are 17 years old or higher, having a custodian is optional; however, an officer may make a special request in some circumstances.
A letter of acceptance from the Canadian school is required when applying from outside Canada for a study permit for a minor (even at the primary or high school level) unless you are applying for a study permit for an accopanying school age child.
In other words, if the parent or both parents are coming to Canada with a work permit or study permit, they can apply for a study permit for the minor without having admission form schools.
